Phlox Orange Perfection

I planted my phlox this spring a lovely healthy plant to try and fill a space in the border, unfortunately something is eating the leaves and stunting its growth. I have not seen any real signs of slugs or snails.

So can anyone please suggest what may be eating this one plant and hopefully how to stop it. It isn't touching anything else in a very mixed border.
