Black Eggs on Garden Wicker Furniture

We have some wicker garden furniture which has been stored outside under waterproof covers over the winter.
On removing the covers today there are thousands of what appear to be little black eggs about the size of a pinhead, these are almost impossible to remove and even the power washer is not getting results. They don't look like any form of mould but could be.
Does anyone know what they might be and how to deal with them?

Can you get a photo? Your description sounds like mould and the fact that you can't hose it off suggests that as well
