Digging up large roots systems

Have just spent the afternoon digging up day lily and extended root system
Will they grow again if I don't remove all of the roots system? It goes under the fence into my neighbour's garden too. Don't want to use chemicals to destroy roots as too many other plants around. Do I just have to vigilant and remove them as soon as they grow? Advice please

Hi Verdun thanks for that. Finished digging them up yesterday and removed most of the roots but the lilies have grown into a large pot that my neighbour has a camellia in
don't think it will move now!
