Poorly mountain ash

Hope I am on the right forum topic here. I am a new member and I joined hoping that someone could give me some advise about my mountain ash tree.
It is about 10 years old and was doing fine but this will be the third summer that it has not flourished. The leaves are sparse and small and they turned brown before they should have the last two years. it is producing small flowers and berries too. I'm really sad because it had just got the stage where it was masking and unsightly gable end of the cottage at the back of the garden.

Fire Blight can attack Rowan or Mountain Ash as it also attacks fruit trees and Rosacea.
Sprays can be bought to fight it although removing the affected branches is the surest way, they must be burnt.
Take out those area's with the blight and watch for more coming with a little luck you may save the tree before the roots are attacked, Your local GC may give advice on what to spray with, not good news really but it is always worth trying to save the tree.

They like moist well draining soil, is the are too damp? They also like full sun to flourish. Am just wondering if it is something simple like adding drainage and feed rather than blight?
Thank you for your answers there is no area in particular that is worse than others so difficult to cut out! I have tried feeding with bonemeal and making sure it is well watered. Maybe it is too close to the neighbours wall? Here is a picture to give you the idea! Sorry can't get the photo to go the right way round!
