    If you just use it for feed, why worry ?  I don't think your Toms will notice.
    You could try using boiling water and swish it round using one of those long flexible wire brushes which are sold for cleaning tubular bird feeders. Not the easiest task but would perhaps get rid of the worst of it.
    Alternatively, have 2 cans, rinse with hot water after use and leave to dry whilst you use the 2nd one. Just don't leave the can full of feed around for days on end. If you have made too much feed to use in one go, decant into a sealed container ready for the next time.
