Moving magnolia

I live in Brittany and the fosse septique police have said we have to move a 5 year old magnolia. Can someone please advise the best time and method of moving. Thanks.

I think Wadie is referring to regulations and inspections around Septic tanks in order to ensure that they work efficiently and don't cause environmental pollution http://www.brittany-internet.com/BrittanyNews/SepticTanks/tabid/174/Default.aspx - no need to be obstructive or to prevaricate and certainly no need to panic - according to the info in the link above you'll have four years to sort things out.
Can you show us a photo of the magnolia so we get an idea of it's size etc - to post a picture click on the green tree icon on the toolbar above where you type your post, and follow the instructions.

Where your septique is concerned it's best not to argue with the guys from the authority and why would you want to? Just move the magnolia when it's dormant - it may work and it may not. If you delay, as suggested, it is less likely to work. And would you rather have the septique not working?
