Looks like a Euphorbia of some kind, not sure which one though, maybe lathyris?

A trowel in the hand is worth a thousand lost under a bush.

Euphorbia lathyris aka Caper spurge or Mole Plant.  It can be a striking plant , but if you're going to remove it please read my post here as the sap can cause problems

I agree with Dovefromabove, looks like a Caper Spurge.  Bees absolutely love it.  The flowers are so tiny and don't look like flowers to you and me; so you'll  wonder what the bees are doing, but come late spring/summer it will be swarming.

    It self seeds VERY readily!!
