Looks to me like Cow Parsley http://en.wikipedia.org/wiki/Anthriscus_sylvestris - usually regarded as a weed - spent my childhood springtimes picking bags full for pet rabbits.

Yes, it is Cow Parsley. I like it in the right places, but it seeds everywhere and, you need to remove at the seedling stage, as it has a tap root.
