Orange Trees/Bushes

Hi everybody
I'am looking for some advice on my orange trees/bushes. I started to grow these from seed seven years ago, first in the house then when they became to large into the greenhouse they went that was 3 years ago. They are about 3' high with shiney green leaves but have not show any signs of producing flowers to produce any fruit.
Does anybody know what I could do to help them to produce fruit. Any advice would be really helpful

for your advice, yes they are in containers and looks like I will have to transfer into bigger pots and hope that they flower.
