Over wintered bugs

I read a tip on this site which suggested that hanging fatballs among roses will also encourage birds to eat bugs that have over wintered. The birds have certainly eaten the fatball but I cannot vouch for any decline in bugs.

    So how do you know whether or not they've declined since the birds have been frequenting the fat balls image
