Babbington leek not bulking up

Got a Babbington leek from a seed swap two years ago (I think). Only one of the bulblets survived and has for the last two years sprouted a little thin leaf but nothing more. Any idea how to make this perpetual leek take off? It is now only producing like a single chive! The bulb is the size of a small marble and in a pot.
