Ideas needed for my side garden

help my side garden is a bit of a mess as you can see below.  I want to clear it up  and was hoping i could level it to the pathway. as you can see the neighbors garden is quite high up so how could i go about it. i was thinking of building a brick boarder round the sides but it will cost a fortune, Any  ideas or advice would be great
