in the past years I have had a problem with black snail that burrows into my potatoe crop , how can I control this pest

Black keel slugs burrow into potatoes, and ruin them. If you turn over all the soil , forking it well and allow the birds at it, it will reduce the population. Prepare the bed now, even though you will not be planting the potatoes yet.
You can water on nemasys nematodes which kill the slugs. Some potatoes seem to be more susceptible than others.
