if no harsh frosts are forecast then plant out, but harden these young plants off in a coldframe or just bring them in at night for a week or so, you can always cloche them for a while until the weather improves, im in the midlands of ireland and its cold and frosty at night, but i have spring onion seedings in the ground already and they are getting on fine..maybe plant out half and reserve half for a few weeks just in case
