What is the best time to transplant a weeping willow?

After leaf-fall, and when there is no frost in the soil.
You don't say how large it is. If it's pretty big, I would atempt it but take cuttings instead as they grow quite quickly and easily. Yes, any time in their dormant season, say November onwards.
