what plants?

I have had a pond dug in my garden the earth is now a mound / rigde behind it. When I sit in my study - as I work from home this is quite often, the main feature I see is this area.
I want perennials in the main, however the main problem I have is this ridge faces North and during the winter the winds can be killing to anything so must be 'hardy' to say the least.
As it is such a dominant feature during the summer I would like colour - any colour not fussed which. I am planting the back of this ridge with low growing conifers, junipers etc its the bit I see that is the problem.
approx 5metres long x 2 metres wide x 1m high varies.
suggestions please.
