Water saving for veg plot

I have 2 wheelly bins of rain water on my allotment, i never had a lid on them so the water is smelly with fallen leaves etc in there, is this ok to water my veg plot with or do i need to use a waterbut with a lid on, water?

I would say it's fine, use it
I don't like using stale/brackish water for new seedlings, especially for organic fruit or veg, because of pathogens from rain but established flowers should be ok. Otherwise try to find some way of covering the waterbutt.
