Pruning Winter Jasmine

When is the best time to prune this plant? Mine is about 15 years old, has lots of stalks but few flowers. It is long overdue a haircut. Any advice would be welcome.

Thank you Verdun. I am really looking forward to it - it is such a lovely plant and I miss the flowers.
I hack away at mine in early summer; did it really hard last time and have been rewarded with more flowers than ever before.
