When and Where do I sow

Hi
My name is Poppy and I have a new allotment. I am getting so so confused at the moment.
When seed packets say "Sow" does that mean I can sow directly into the ground. Because they then say transplant, but I have already sown.
Should I start my seeds off in my house, as I don't have a green house or can I sow directly into the ground outside. i.e like onion seeds which I think I could sow now.
Please help as I will have any empty allotment and will be eating the grass that surrounds it.
