Rosa Geranium
I must have pruned this rose incorrectly, it looks healthy and has masses of very tall whippy stems, but the first 3feet or so are totally bare. But this year I had a total of four flowers! If I don't cut it back perhaps the new whippy stems will flower next year, but they will be up in the heavens or over next doors fence. Can I cut it hard back, or will that kill the plant, cut back into the bare stems?
Thank you for any advice you can offer.

This rose sends out long stems, mine is 12 foot tall. It only flowers on the ends. If you prune it hard, it will just send out more long stems. If you can bend these over in line with the fence, then the flowers will be at a height you can see. I only prune off bits that get in the way, or the flowered shoots I dead head in spring, leaving rosehips in winter for the birds.
Thank you I will try that, poor birds only have 4 berries this year!
