Why - does this aid development? if so how?
I've heard several tv gardeners from Percy Thrower, to Alan Titchmarsh to Geoff Hamilton et al say that you put them around the edge of the pot as the compost there contains more oxygen which stimulates root formation.
Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.
The original idea was that when we all used clay pots air and water could permeate the side of the pot reducing waterlogging and as Dove says, enabled air to stimulate root growth.
With plastic pots it does not matter as neither water or air will pass through the pot side.
