  I cut them back a bit now so they don't stop so much wind in winter then hack them right back in spring

  I'd cut it back by half when you plant it to avoid wind rock loosening the roots over the winter.  

  Then in the spring - early March, cut all shoots back to 3 or 4 shoots from the base, pruning to a pair of outward facing buds if possible. 

  Repeat every year.
