Most herbs can be grown on any window sill, just sow them as per the instructions on the packet and away they will go, some do better than others depending on temperatures and light etc.
I have basil, coriander and parsley growing on the window sill, things have slowed down now due to the weather turning, but they will still grow.
I start mine in a propagation tray but its not neccessary, a sandwich/freezer bag can serve the same purpose while they germinate.
Just have a go and see if it works, and if not, try something else.
I would go for Thyme, which in my experience is a fairly hardy herb and should cope without too much sunlight. Parsley is always a good grower and ideal for growing in a window sill. Its largely up to you as you know what you like to eat! I always have problems growing basil so I don't bother now. Oregano/Marjoram usually do OK just left to their own devices too. Be careful of Mint though, don't get me wrong it'll grow well enough, but too well tends to be the problem, it can have a tendancy to take over and if you have limited space that would be a bit of a pain. If you don't want to grow from seed it might be just as well to go to your local garden centre and buy the herbs you want already started, you can still take all the credit when they continue growing! Good luck
