Some freinds of mine have had their conifers cut down at ground level but am l correct to think that some form of holes should have benn drilled and filled with a substance in order to kill the roots

Conifers tend not to sprout again from the base once they've been cut down - they can stay and rot where they are, or they can be ground out or dug out to enable replanting.
Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.
Very unlikely to grow again Busymemarie.
