Prune long wispy bits now, and back to two buds in spring. There is a video online as well at http://www.bbc.co.uk/programmes/p00jg7v5
Alexa I followed this advice last year and mine flowered yearyear
This usually works for grafted plants. If it is a seedling it may take a long time to flower.
I had my wisteria seven years without any flowers, I started pruning as suggested in july and further pruning in February back to two buds and sure enough I got masses of flowers from starting to prune, I love it so much I am finding it hard to put the house up for sale because I don,t want to leave it.
