I have removed ivy from a fence which i now need to paint.
What is the best way to remove ivy feet ?

are you talking about the roots in the ground or the scars on the fence where it clung on?

I have a feeling it's those darned suckers. Just had to do something similar on a breezeblock wall. Let them dry out and then set to with a sanding block and coarseish sandpaper.
