Statement plants in focal location - suggestions please

My garden has been designed quite symmetrically and was completed last May. It originally had two Euphrobia Baby Charm either side of the steps. All but one has died, they went yellow and the roots had just vanished. I think I may have over watered when establishing last summer.

There is Ceanothus Repens on the level below and Cupressus Sempervirens and Agapanthus on the level above. On the middle level there is also Libertia Perigrinans.

It’s quite an important view especially from the kitchen/diner (see below)

Im looking for suggestions of a plant to go either side of the steps in the middle row that:
- has year round interest
- grows to a max 1mx1m
- ideally low maintenance
- deer resistant
- the bed has full sun during the middle 6 months of the year but no sunshine in Dec/jan
- it can be exposed location to a NE wind, frosts aren’t too bad (in lowland Hampshire)
- soil fairly free draining

    If you would consider a flowering plant, an English Lavender might work. It is deer resistant and meets your other criteria. Alternatively a more reliable, small Euphorbia like E. Humpty Dumpty or E. Shorty perhaps.

    @Winchester_flare, if you haven't already done so, it might be worth considering joining the Gardeners Corner forum and posting this question on there.
    Time is rapidly running out on this forum and many members have relocated over there, which is maybe why you've not had much of a response  :)
