Pruning shrubs

I have all the questions recently!
How is it with spring pruning? I live in Bristol, I can see that for the next week or two the temperatures at night will drop to 3-8 degrees. Is it ok to prune hardy shrubs? Like Cotoneaster Franchetii or Arrowwood Dawn. I feel like some started to foliate much earlier this year and I need to hurry up.

    I am in Gloucestershire so not too far away . I have pruned my cotoneaster Franchetti back and also things such as Hypericum. 
    A lot depends on your micro climate l think, mine is a sunny garden and quite sheltered. If yours is a suburban garden you should be ok with the cotoneaster (tough as old boots), but l can't comment on the Viburnum (Arrowood) l'm afraid.
