We have had a meeting and they continue to argue. The cat is much more agressive with her view.

It takes a long time fora cat to tolerate being in close quarters to a strange dog. The dog has to learn the cat's boundaries. Cats are fiercely protective of their territory, home, or garden.
Dogs love fertilizers like fish, blood, and bone, and sometimes other unmentionables like cat poo, rabbit droppings, chicken fertilizer, human poo if they can find it, other dogs' poo etc. etc.
A local dog has to wear a muzzle to stop him from pigging out on delicacies he finds on his walks.
Dogs and cats are not toys or babies to be dressed in outfits. They know when they are being laughed at, If you need to spend your money on animals give it to a charity where it will do some good. I have had cats all my life and never put harnesses or outfits on them, they have fur coats already. The same with my dogs, I use a waterproof jacket for my dog when walking in wet weather, and a warm jacket is only used in freezing weather because he has very short close fur. He hates both.
Treat your pets with respect, as the living animals they are, not os four-legged humans or playthings. That will reduce the stress that must be between them. Do not force them into being close to each other, they will with time sort it out for themselves and it is possible they will never want to be "friends". Also, have separate feeding areas. Because my cat was first in my home, I always feed her first, up on a table away from the dog.
