  I have had good success with any dahlias I bought from farmer gracy. I tend to wait for one of their free postage offers that the do.

  I recommend Anglia Bulbs, they have a really good selection, despatched to you early March.  £3.25 per 1 or £9.50 for 3.. 4.95 delivery charge.

  I try and make a point of opening my plants, bulbs and tubers (and other packages) sent right away so I can get back to them that day if there is a problem, else I get too confused or it gets too late.
