Help with plant ID - concerned it may be toxic

  No idea what Dutchman’s pipe is, but it looks like jasmine to me? Lots of common garden plants are toxic, but if you don’t eat them you will be ok.

  You'd be surprised how many plants are toxic...if we took too much notice we'd be wearing hazmat suits while gardening 😉 not familiar with that particular plant to be able to confirm...it looks like a defoliated jasmine too. Have you got any photos of the leaves or the flower to confirm?

  It looks very like winter jasmine, but it should have yellow flowers on it now (unless it was pruned at the wrong time last year).

  Oh yes, sorry, only mentioned the toxicity as we have a dog and I try to be careful with what we have in the garden. 
  
  Regarding flowers, it hasn't produced anything since we moved in! I was thinking about digging it up, but now these green shoots have appeared...

  Winter jasmine is not toxic, I'd wait to see if it flowers and then remove it if you don't like it:

  I would leave it a year and see what happens. It might be a summer-flowering jasmine - usually white flowers. 

  Either way, the time to prune is immediately after it finishes flowering so that it has time to grow the shoots that will carry the next year's flowers.

  The white variety has noticeable flowers but it's easy to miss the flowers if it is the pink/reddy type. They don't flower strongly in more shade but the bees do love them. They do keep their leaves in a mild winter but with heavy frosts they often defoliate.
  
  It's a real thug for us coming through our fence from our neighbour.

  If it's Jasminum beesianum (dark pinky red flowers but they're tiny and insignificant) I would get rid too, I'm forever pulling out great lumps of it. But the stems on mine are a distinctly lighter shade of green than the ones in the picture (although photos on screens can be very deceptive).

  Looks more like jas bees to me. A total PITA. I'd get rid of it poison or not.
