Now is a good time, best to do it before the roots start growing which they do in the spring. They are dormant in winter. However, don't do it when the ground is frozen with frost.
Dordogne and Norfolk. Clay in Dordogne, sandy in Norfolk.

    Just do it.  Think bare-root.
location: Surrey Hills, England, ex-woodland acidic sand.

I'm not sure it is anything like bare root, it is like planting a potted rose, because that is what it is!
How can you lie there and think of England

I agree with @Busy-Lizzie, as long as your ground isn't frozen, now is a good time to do it .
Just make sure the hole is ready and the ground well prepared and it won't even know  :)

Yes, but, like bare roots, it's good to transfer roses when dormant.
