The size is also dependent on the rootstock and it was popular to offer very dwarfing fruit tree collections many years ago, so these could be "patio" type trees that don grow much more than 1.5m. Unfortunately it was also popular to advertise trees with pictures and wording suggesting they would be loaded with fruit quickly. If these trees aren't self fertile then you are relying on nearby trees to cross pollinate.
I'd give them a good mulch in spring and just be patient.
