Diseased rosemary

Does anyone know what this is on my rosemary? It is all over it and I'm fully expecting the plant will have to be dug up and dispatched to the skip.
It is hard, encrusted, and generally the plant is otherwise looking ok. The worst affected part is just starting to yellow, though, so it's obviously having an impact. I can't see any evidence of it on nearby plants (a rose, a clematis, a hydrangea) but it would be useful to know what it is and how to combat it if I do see any sign of it elsewhere in the future.

Not something I've ever seen before.
The treatment seems to be the same as for Crown Galls
