  If a plant is not producing seeds it usually means it is a new variety, cross bred F1 hybrid, so will be sterile. I have never heard of plants being deliberately made sterile.

  Are you saying that empty seed pods will form after flowering even when flowers have not been pollinated?

  If you think of peas in a pod … poorly pollinated flowers result in just vine or two peas per pod … better pollination = more peas.
