Help with plum tree suckers

I’m fairly new to gardening and inherited an old plum tree - Victoria I think. The trouble is it’s got loads of suckers on it - took me a while to recognise them as non-fruiting things to be honest (new, as I said). My question is, when can I chop them? I see you’re not supposed to prune plums until summer, so do I have to wait for then? They are huge, been going for a few years. Thanks for any help.

    The best way to remove root suckers is to tear them off.
    If you can, pull the sucker in the direction of the tree.
    If you can remove them that way, you will tear off the root 'bud' that they grew from.
    If you just cut them off there's a good chance another will grow in its place.
    If they're quite large, you may not be able to tear them off.
