How to Kill Off a Rose

An unusual question I know but I couldn't get the rose I was intending to give to OH's mum out of the raised beds. The plan is to cut the roots down as far as I can and hope that it dies off as I will be putting new planting in that location. Is there anything I can do to prevent it from growing back? It's a Rosa Primula, and I'm giving some cuttings away so it's not completely lost.

    Thanks, I'll have a crack at it with the pruning saw.

    Give it to me . I can kill anything!

    I cut anything I want to kill down to sticks but not level with the ground in case it sprouts at ground level. I then rub off any buds that appear. Any easy to get at roots, I sever. They  eventually will give up. 1 - 2 years.This has worked for a rampant rector and goat willows ( it took me a few years before I knew what they were!) 
    I don't use weedkillers so have never considered that option.
