Is this a Salvia?

I’m on hols in Nuremberg and spotted this beauty growing in several communal beds.
its below freezing here in winter every year, so I’m wondering if this is a hardier variety.
any ideas?

    Salvia Uliganosa? It is hardy I think. I don’t grow it myself, so not 100% sure.
    Carmarthenshire (mild, wet, windy). Loam over shale, very slightly sloping, so free draining. Mildly acidic or neutral.

    Could be s.uliginosa, normally grown in damp areas. It is not fully hardy, or not here anyway.

    Salvia uliganosa (bog salvia) has been hardy for me in London. It really likes damp conditions and tolerates dryness (survived my summer-dry front garden for years).

    Thanks all! Yes that’s the one - remember seeing it on some GW programme, years ago.
    Now I need one for my garden but haven’t the room for it 🤔

    I agree, bog sage,S. uliginosa. The one salvia that I've tried that didn't do well for me (clue's in the name 🙄).

    It's fairly hardy down here in the south, but not a very long lived plant in my experience.  
  •  You could look at Lobelia syphilitica (shame about the name!) which has good blue flowers and is reliably hardy. Mine grows in clayey soil and gets almost zero attention, but usually plenty of rain and flowers later on in summer. 
    Not quite the same charisma, but blue is so hard to come by!
  • @Buttercupdays Where did you buy your salvia? Your conditions and care rang a bell and a later flowering blue sounds perfect.
