Protecting the hedge from the neighbour's kitten

We've always enjoyed our songbirds. But our neighbour has just adopted two kittens. We get on well with our neighbour, and we don't even dislike the cats. But one of them, who I'll call Trouble, is a determined hunter and also thinks he is King of the Neighbourhood. (Yes, he's fixed. He's just that way.)
So, we're glad it's autumn, as Trouble hasn't gotten to any baby birds in the hedge yet. But despite it being thorny, he has gotten into it. And I fear for my beloved blackbirds.
What can we do?
1. If we get the CatWatch ultrasonic deterrent, will it upset our indoor senior cat, who spends time at the window watching moggie tv? Or can it be aimed to only protect the hedge?
2. Will planting lavender around the hedge stop Trouble climbing into it? Or more thorny things?
3. What about physical barriers of some sort - though we're limited here, as it's a rental property and a communal hedge.
Trouble does wear a bell, but that isn't going to do anything for eggs or fledgelings who can't escape. Any advice?

No, lavender will do nothing at all to put off cats
