That photo's very helpful @karllewis14. It looks like you have a very attractive property and I'd be reluctant to start excavating that area to make it more suitable for planting. Your parking area and paving around the house are probably more important to you, adding to the practicality and aesthetics of your property.
I'd be inclined to abandon the idea of plants in that area. One option to consider is to remove the box plants and place some attractive stone or terracotta pots on top of the gravel in that area to grow something that will tolerate the combination of wind and sun.
Possibilities include ornamental grasses, Yuccas or Phormiums which will provide a contrast to the box and are easy to care for and resilient. Or you put some topiarised box balls, cones or columns in the pots to retain the green theme.
Thanks to you all the thing is , the exact same setup is mirrored on the opposite side of the house and it's all fine. So 70% of 225 buxus plants are good. It's this problem area . I am going to do as you kind people suggested and see does it help .... thanks so much - this group is amazing !!
Good luck, I hope you resolve it! If you can remove as much of the clay in that area as possible and replace it with a mix of soil based compost and grit you may see some improvement.
