What is eating my deutzias?

Hi All. I planted deutzias and having a really hard time keeping the leaves on them! I find stems/branches bite off and some overnight I find leaves gone. Put some mesh around one and it helps leaves grow but as soon as I take it away something comes and eats them. What could it be?

    Deer or rabbits maybe?
    I have worked as a Gardener for 24 years. My latest garden is a new build garden on heavy clay.

    I think rabbits but they are supposed to be rabbit resistant so I don’t know.

    Rabbits are notorious for not reading the labels 🙄 🐇 😖 

    Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.
