This year's lupin.

As you know it has been an odd year for weather and plants so I have a question.

I have a lupin seedling, sown at the beginning of the year, and it's tiny still but in flower. Should I cut the flower off? Surely the plant would be better served putting it's effort into growing and producing roots before Winter rather than flowers.

Yes, I would cut the flower off.
