It looks like a variegated cypress or false cypress or lawsons cypress. If you google those you should get some help. Without a better close up of the leaves it would be difficult to define.
It looks like a variegated Chamaecyparis [false cypress] of some kind. They're usually quite neat in terms of foliage though, but the most common ones here are the C. pisiferas so that might just be a different type. Not one I've seen before.

Yes, in Scotland. If you google it, you`ll see examples and they definitely look much more like the tree I posted. I definitely think it`s a cedar as opposed to Cypress.
Calocedrus decurrens 'Aureovariegata' (variegated incense cedar) does look a reasonable match. Conifers are notoriously difficult to identify exactly, but if you just want something which looks a lot like your photo, that's a possibility...
