Any help with this unthriving plant?

This is a neighbour's succulent.
Could you giving it a name and a way of making it bulk up and thrive? Multi-stem? It's rather sad at the moment.

    Pinch it out. Poke the pinchees  or even dropped leaves into the soil and give it plenty of light without  direct sunlight. It can tolerate a bit of sun but not a,south facing window sill. Water only when the soil is dry for at least an inch
