Hello Janet and welcome to the forum. Can I just ask if your buddleia is in a pot? Buddleias can be cut right down to about 30cm from the ground but it is best to do this in the Spring when the weather (hopefully!) begins to warm up. At this time of year it is a good idea to cut back all the flowering branches - perhaps not so drastically as you will do in the Spring - but it helps prevent them seeding about. They are quite tough shrubs so don't worry about cutting out branches that prevent you from cleaning your windows.
As for the bind weed - that is a pain as any tiny little bit left in the ground can send out new shoots. Ideally you should use a systemic weedkiller that can be taken into the plant to kill the roots. I'm sure that there will be people here on the forum who will be able to offer you lots of helpful advice.

You can certainly cut back and move the buddleia @scotjan2509084 . Just do the usual prep - water first, dig out as big a hole as possible so that you get enough roots, replant and water in. It'll barely need anything apart from that, and they can take a fair bit of abuse, and are quite shallow rooting, so they're not difficult to move. You can also use the parts you cut off as cuttings. They take very readily.
Tackling bindweed will depend on how much there is and where it is. If it's among other plants that are being kept, you can shove a cane in, let it climb that, then apply weedkiller. You can also protect the other plants by spraying it inside a plastic bag.
It may need doing several times, and you need foliage for the weedkiller to work, as it could well return next year as well.
It's something that you have to be vigilant about as it can be a thug.

It's a place where beautiful isn't enough of a word....

You can cut it back to make it easier to move, l found them to be quite shallow rooted as well so quite easy to remove.
I would highly recommend digging the new hole deeper and wider than you think you need to before moving. It's easier to fill in a hole rather than get the shrub to its new position and then find you have to dig out more soil.
Buddleia are tough as old boots, so you shouldn't have any problems. Firm it in well, give it a good watering (keep an eye on watering if the Autumn is dry) and it should be fine  :)

As for the bindweed, take a look at this.
