Propagating

I have this tree / shrub in my front garden. About 12 years ago it died due to a very cold winter so I jut it down. then two shoots appeared and became he tree you see here.
Now the bark just above these shoots is peeling off but only on a band about 5 inches high.
There are about 6 of these shoots around the bottom of both trunks.
1) Do you think the tree is on its last legs and needs cutting down ??
2) If I cut these shoots off can I get them to grow into new plants and how.
Thanks Needham boy

Its a cordyline and you can ease the side shoots off and repot and you will have replacement plants. You can then cut the dead plant down and replant in the same location if you wish after giving the soil a good feed and mulch.
