Beginner Espalier - Help!

I have just purchased a new conference pear tree online. It’s quince root stock. It was marketed as suitable for Espalier but on arrival it’s nearly 4 foot tall.
The dilemma I’m having is how to espalier a tree already so developed.
- There are a couple of shoots at the bottom that I could maybe train into my bottom tier, but they are a little higher than I would like.
- At the top there are three vertical and pretty thick main stems that aren’t flexible enough to be trained horizontally.
What should I do? Should I cut back the 2 of the main branches at the top so I only have 1? Should I trim that one back to a couple of inches too to stimulate new spurs?
Any advice would be appreciated.
