I posted @Silver surfer pic of the hornbeam seed head and some photos of elm seeds. She recognised the elm seeds that also seem to blow into her house in great numbers. Further digging suggests it's not subsidence per se, just the pavement rising up and causing her gate not to close properly. She got talking to someone in church yesterday who turned out to be from the council and he suggested a short letter to the council describing the problem and highlighting it is a trip hazard for the young and elderly - which should encourage them to do something. Thanks all for your help.
