"bald" Trachelospermum jasminoides 'Star of Toscana'

My Trachelospermum jasminoides 'Star of Toscana' is on the front of my house, covering an ugly drainpipe (North Facing) in Hampshire, UK. It is gorgeous, full of leaves and always has loads of flowers, BUT only on the top 50% of the stems. I look around the neighbourhood, and everyone else's leaves and flowers are going to the floor, coming right from the bottom of the stem. What am I doing wrong?

    They don't usually thrive in a north-facing position.
    I've had 3 over the years all in full sun and never had any such problems with them.
    Might it be that the bottom of the plant is in shade most of the time and the top part gets some sun?
