Rowan tree suddenly turned brown and shriveled but new shoots growing

Hi, i bought this tree and it was in great health and seemed to be doing great, suddebly it just went brown and shrivled but new shoots are growing theres white spots on the trunk but its watered regularly any help would be appreciated as it cost £80 and i dont want it to die

    How much water did you give it? It looks as if it is surrounded by concrete.

  • Just the hosepipe on it as I didn't want to over do it, no that's actually soil

    What is the black shiny fabric that seems to surround it?
    I think it might be too late, but pour a few watering cans into the root ball.

    It’s got nowhere near enough growth room and it needs watering . You can’t give it too much when it’s just planted .

    The photo really isn't clear enough to reliably offer advice.  :)
    It looks like loads of plastic around it. If it's membrane - why is it there?
    Rowans are impossible to overwater unless they're sitting in a bog. 
    What prep has been done? When was it planted? Large tree specimens are always harder to establish unless you're experienced enough, and have the right conditions. If it was planted during summer, it would have needed gallons of water every few days, even in damper parts of the country. 

    What are the round things hanging from it and why are they there?
    It's a place where beautiful isn't enough of a word....

  • Hi, There's membrane around it for stones going down but it's not right up to the trunk of the tree, it was planted a few months ago now (can't mind when exactly) it was doing really well and then suddenly went like this, I thought it was just dying back? There are new shoots coming through and the fruits are still attached the leaves aren't dropping off, they are just really hard and crinkley I've attached some better pics

    The membrane appears to be permeable but as FG says you really have to water regularly and deeply in the first season, especially if you plant in early summer.

    Can't really tell from a photo, bit imo it is dead, or nearly dead.
